Amendment X

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

The 10th amendment states that any power not given the federal government is given to the states and the people.

This video labels the 10th amendment as an instruction amendment as well as a rule of construction written by our fore fathers. It states that any power not given to the federal government is power given to the state and people in an effort to limit the federal government and the power they had over the people.
